If your fuel level is low, bikes can sometimes bog at high speeds, as the gas flow can't keep up with the demand. Gravity is all you've got to work with, so as head pressure in the tank goes down (very little gas in the tank), so does the flow to the carbs.

Fill up the tank and try it again?

Carb slide still sticking? You should remove the air intake tubes and use your finger to raise/lower the slide to ensure it moves smoothly.

Does this happen from the very first moment you get on the bike or does the issue show up after you've been riding a while?

How was it running before the carb cleaning?
Maybe one of your advancer springs is bent/missing?

Ultimately not sure what was causing the rough running, but some or all of the below must've contributed.

I noticed a slight shock out of both spark wires when syncing carbs. Cut both wires back, re-connected to the plastic caps and made sure boots were snug.

Also the points were a little tight, so re-set them and also put in a new condenser.

If you adjusted your points, then you changed the timing. Did you verify timing was still correct?
