R12 magneto/dynamo not charging the battery and WSJ article

I'm having issues with my R12 magneto/dynamo not charging the battery. I had the same issue a few years back and a replacement electronic regulator fixed it. Does anyone know how I can test it on the workbench before throwing another regulator at it?
