I've only removed the hinge pin from Earles twin rear fenders, but from your pic it looks to be the same/similar.
The usual issue is the pin can rust solid in one or more of the barrels.
Then, upon attempting to swing the rear flap up for tire access or whatever, either one or more barrels may crack or the hinge leaf may start to split away from the fender.
In my experience the hinge pin may be simply driven out with a punch.
But do inspect carefully first, to identify whether one direction or the other may be more advantageous, if penetrating oil or heat may be wanted, or if someone has been there and done something.. different before you.
If the pic is of the bike in question it looks like perhaps the pin has been swapped for new and lubed already?
