Ran into a BMW owner who manufactures the u shaped feeler gauge to set the correct travel of the master cylinder piston for $15. Search for user piginajar on eBay to check it out. Here is his description from the item.

This is the tool used to adjust the ATE master brake cylinder found under the tank on many BMW Airhead motorcycle models from 1973-1980. The purpose of this tool is to make sure the piston depth on the master cylinder is correct. A similar tool was included with a cluster of other feeler gauges in the tool kits that came with the bike, but many have been lost over the years. This is an aftermarket tool made from 304 stainless steel and designed based on the original factory tool which measured 1.20mm thick. Designed and manufactured in USA.

In the end a regular feeler gage can be used. But if you want a perfect tool kit, get the tool. And thanks for the info about finding a replacement tool! :)
