license plate backing plate.

My R51/3 is running w/out plates. I want to locate the "plate backer" properly. Maybe someone could grab a tape measure and tell me how far above the bottom (trailing edge) of the rear fender the bottom of the license plate backer should be...I'd appreciate it, for sure. Also, I'm looking for a carb float chamber top - my tickler fell apart; I fabbed up a cheater but it doesn't look very good. Thanks, David
