I've not heard of such a thing. Possibly it is not a Bing carb? Any chance you could take a picture? Does it look like the carb shown on the left of this web page?

Thanks for your response, yes the carby is a Bing same as link. In the exploded views link (T-77, T-115,T-116) has a note in regard to lever top carbs & the holding ring on these has a differnt part No. I though there could be something in that or maybe they are a differnt part No because the diameter is differnt? If I try to unscew the top of the carby cap it will move about 1mm & no more which also makes me think it has a locating slot/key & no thread.

My R69S has the T-120 type
The carbs are made of pot metal. It's possible that the metal has galled and it will not turn. I'd suggest you get in touch with Bing and ask them about your situation and get some suggestions from them as to how to proceed. Possibly soaking with a good penetrant such as AeroKroil might be helpful. But Bing will know for sure.

Bing suggested running some WD40 into it & if that didnt work put some heat onto it. I wasnt keen to heat them so I just placed a Rag over the top & cracked then with some multigrips, no worries. It wasnt the side either, some cable issue which was stopping the return.
