Sure sounds like the diaphragms. The problem shows itself at higher speeds. If there's a tear in the diaphragms, they don't rise as much as needed because they can't hold a vacuum, so the high speed suffers. The slides will still move, but just not as much as needed. The gas cap for a /7 is a flush mounted cap with a rubber ring. Your gas cap looks like an aftermarket cap similar to one I bought from Vech for my R69S.

Thanks...it's Police green. The bike was formerly a police bike in the city of Montabaur, Germany, back in the late '50s and through the '60s. Green was/is a common police bike color, although I think I've seen some German police bikes painted white.
