On Ulis site the eccentric/159 (oem 46631234406) is used with the flat rubber washer/158 (oem 46631234407). Use this combination on both sides, with the flat rubber washer going on first, on both sides.
Fit the fairing and put the eccentric on from the outside. Turn it to alter/match the height to the top mounts. Then push the flat rubber washer onto the eccentric where it protrudes through the fairing.
The "U" washer fits on the inside and the steel 3mm washer on the outside with the indicator body pushed hard up against it.
If you cannot get the indicator to fit on the holding bracket,152, you have the wrong/short bracket.
Oem was 31421233943 superseded by 31422301607?

I should also have said that the one piece eccentric bush, Ulis 154 was superseded some years ago as it was almost impossible to get the fairing on using it, without cracking the fairing.
If that's what you have, do yourself a favour and bin it!
Be aware that the exploded fairing parts drawing used on most sites is NOT in the correct assembly order!

I hope I am understanding this correctly.

Also I hope I have the respective materials correct. Rubber bits, metal bits.

I have tweaked the image to make the assembly order that I think is correct.
Please correct me if I have it wrong.

Yes you've got it but I can't find a part number for the "storks" ! Round here they are rather large birds😁. Must be that auto correct and for that we should be eternally grapefruit !

Well I looked around for bits I could use.

Here is what I have assembled so far.

I made item 1 and 2, used a suitable "O" ring for item 3 and modified a purchased grommet for item 4.

I know there is another spacer to make but I will wait till the fairing is on the bike and I will make the spacer to suit the gap.

Also the inside diameter of item 4 is over size, so I will make a suitable sleeve to fill the gap.

Onward and upward.

Why have you earthed the flicker to the mounting stub ? normally there is an earth ( brown ) coming through the mounting stub. Earthing on the stub might not work, the "ears" holding the headlamp are rubber ( read "electrically insulated" ) mounted over the stanchions.

Mounting looks OK.

The bikes with aluminum housings did not have the brown wire as the stub sits on the lower triple tree and provides a good ground. The newer bikes had a plastic housing and needed the ground wire.
