Where to locate all the rubber parts of the headlight support brackets?

Where to locate all the rubber parts of the headlight support brackets?
And where is grommet nr. 17 going to be located?
I have purchased them all new, for both sides of the lamp.
Both the bracket and the lamp surface have a serrated area, so logically they should touch each other, but then it is not making sense for all the rubber parts (16,17,18) to attache to each other.
Nr. 19 is a steel washer.

Salis site has dimensions listed and states you should be able to make them from some rubber hose or stock

What I do is the following:
1) I put the "tube" #17 through the headlight mounting ear without an 8mm bolt in it. I have had a few that I needed to use WD40 on to get it through the headlight mounting ear.
2) I then put the two flat rubbers #16 and #18 over top of the #17 "tube". The holes in #16 and #18 should be a tight fit over the tube when new.
3) I then put the washer #19 on bolt #20 and I partially screw the bolt into the tube. Not far enough to come out the other side, just barely through the ear. This secures the tube and the two washers.
4) I then spread the ears with my hands while putting the headlight bucket in place. The ears should need to be spread a bit to allow the bucket to go it. It has been told tome at one time that you should loosing the two M6 bolts that hold each ear to the forks in order to let the ears move easier. I have only had to do that once.
5) start both M8 (#20) bolts in the headlight bucket and tighten each one evenly.
6) If you loosened the M6 bolts that hold the ears to the frame tighten them up now.
That's it. Let me know if you need anything else.

Thanks a lot for your explanation.
My problem is that from the beginning I could not insert this rubber sleeve inside the headlamp's bracket hole.

I found the old rubber pieces inside the steel holes of the brackets, all hardened and painted with a few layers of old black paint. This explains why the new rubber could not be inserted. Gave those bracket holes a good clean and now all is installed and fine.
