No. The part it connects too that activates the shoes.

Sounds like you mean the brake cam, the part the lever attaches to, passes through the drum, that twists and moves the brake shoe.

Great question, I’ve seen black ones with perhaps a black phosphate like coating and ones that look like they may have been Cadmium plated.
