I’m almost 100 percent I’m the first one to remove it since it left the factory. The picture is hard to tell from but I removed the paint and primer from the repaint. What you see is part of the original paint and strips. To me it looks like the pinstriper set his brush down and started the striping in both directions and on left and right side of fender. The thing that puzzles me is the none painted area. All speculation just trying to reason it out. I can see the brush full of paint dripping down at the start of the strip. Ron

In this case, yes I think the straps were riveted first, then painted. The riveting process might otherwise damage the paint.

The real trivia question is "what is the reason for the the middle hole in the brace that's not riveted"?

I was wondering why the center hole myself?????
The repaint was more forgiving on the rear fender. A few hours with lacquer thinner and a lot of rubbing got the job done.
I got the front stripped and ready for paint my try to blend in some new paint on the top side of the rear fender. Ron

This came up for sale today, in the UK, in case it's your kind of bike. Bob Porecha was the go-to man for pre-70 BMs, so it's probably in very good shape.
