Pls show me your solutions for a small motorcycle bag/pannier

Over here in Israel it is mandatory to carry with you while on the road (car, motorcycle, truck - doesn't matter) a highly luminescent vest.
It can be folded to a small piece though, yet it does not fit inside the tank tool-box as the later is already packed with stuff.
What ideas can you offer, with minimal installation (and price...) and of course not too big and clumsy/ugly?
How do you carry on the rode small items with you? I have a R51/3 1952.
An item that can be purchased on-line (Aliexpress, eBay etc.) will be great and I'm not in a hurry.

This bag fits a Denfeld rack perfectly. I secure mine with zip ties...clean, neat, holds a lot of stuff.

I had this bag made by a guy I found on Etsy, in Milan. It was a reasonable price for making and shipping. This was about 6 years ago. He made it to my specifications, but it was similar to some other bags he makes standard. Its made from heavy leather. Easy too remove, but easily stolen too, I guess. My Kryptonite lock fits nicely in the bottom with plenaty of room for my tool kit, tire repair kit and etc. Looks good on the bike. Search for “maxakaido“ on Etsy to find him.
