As far as the license plate holder, probably same thing...multiple previous owners and they needed other holes to work with different states/country plates.

As for the license plate, yours has some angles to the side wings...the one on my R69S is more or less a rectangle with the bends in the middle. My plate has three holes on either wing, all vertically aligned. My R25/2 has something more akin to what you show, but it is a flat plate...no bends in the middle. It almost looks like your plate holder might have come from Europe. Over there, they typically have pretty big license plates as compared to the US. 12 holes for seat mounting ; 6 for solo and 6 for bench; adjustment and convenience.
There were several license plate holders, as said probably for different markets.
Can't tell definitively what you got with the rear fender from your photo; they had four holes up under the bench seat, 2 forward/2 aft, for mounting choice of parcel rack/solo seat, when bench seat used these were filled with rubber plugs.
