I work, as a hobby, on mechanical clocks from the 1900s. They are obviously more closely designed and must be repaired precisely. It is a travesty to take one of those clocks and dunk it in something or spray with a cleaner and usually results in a clock that doesn't run. I would suggest that you not just dunk this in something in hopes that it runs. Typically they are not designed for the average person to work on. IMO. But if you wanted to try something go ahead, but if there's any hope of saving it, personally I'd find a trained repairman to service the speedometer.
