Critical parts mounted without washers

I noticed that the cylinder base nuts don’t use washers, not plain ones nor spring washers, so do the rocker arms that are mounted with the long bolts as is, without any securing.
Probably other parts on the bike as well.

I would be happy to hear why?
And if a thread – locking adhesives is recommended?
