R51/3 driving dog question (pic. inside)

Hello everyone. I would like to know what is holding the spacer with its felt ring in position (inside the driving dog)? I mounted the felt and pushed the spacer all the way down, but what will keep it there? There will still be a space between it and the bearing that will follow and cover it.
Another question – Why is this coarse thread inside that dog there for?

The thread is to prevent from the oil go into the spindle when its rotate,
the spacer is get tighten when you insert the wheel spindle and tight it with the nut.
