I would give up on those fenders. Decent ones show up on eBay fairly often. If you're patient, they sometimes sell for reasonable prices.

Two coats of “Direct to Metal” epoxy primer on head light bucket, tail light, center stand, fork uppers and two rear fender braces.

A quick search of eBay turned up a dozen /2 original metal fenders, with a range of prices and conditions. As long as OEM pieces are available, I would not see any reason to opt for fiberglass reproductions. On the other hand, what an owner does with a bike is entirely a personal choice. This is a hobby, not a religion.

Lead is toxic.

The primer reveals defects. This is an undiscovered crack. Is this area heavily stressed? We´ll drill the crack and weld it. (I found crack on other side and welded it. Looks lumpy. Thin metal.)
I don’t why the tube would bulge outward.
Probably weight of fender contributed to crack. Also, entire weight of rear of bike is supported by the rear shocks. And, those frame mounted tubes contain the rear suspension/shocks.

The rear fender and rear fender flap are in better condition than the front fender. But, this does not mean the rear fender/ flap are in good condition. I have reconsidered their repair. I am afraid to work with the lead. Lead is toxic. The lead will interfere with welding. (Lead melts at a much lower temperature than steel.). I think I would be required to melt the lead off before welding. In addition to toxic fumes, we do not know what damage is already under the lead.

Of the two existing fenders, the front fender is in the worst condition. It is cracked. Many previous welds and heavy with lead.

One leg of your centerstand has a plate on the bottom. The other leg has just open tubing.
I will make small (1/8” thick plate) to fit. The plate will curve and match the other side.

Jim could put a hole at the top of the crack.

The crack disappears under the metal fender mounting bracket! I will just weld it and hope for the best.

Center stand is ready too, thanks to Jim.

Next is to extract the lock, I lost the key and will install a new one.
