R51/3 Kickstart doesn't crank the engine
What could be wrong there?

Bushing
The aluminum part that the paper gasket is under, and the seal is in, is the kickstart gear bushing / bearing.
If you remove that part, you can disrupt the ratchet mechanism that lives inside the large gear attached to the shaft that the kick lever is on.
I suspect that the aluminum bushing is interfering with the ratchet pawl in the gear.
Try tapping the end of the kick start shaft with a brass hammer - not too hard - or other somewhat soft metal.
That might free up the ratchet.

The kickstart shaft wasn't 'centered' and I had to push it by hand when fitting the aluminum bushing
