Number plate installation without drilling

My R68 has just been relicenced. However I can't bare the thought of drilling a few holes into the nice rear fender as the bike has been restored. Any ideas on how I can install the number plate onto the rear fender without using screws, bolts, or adhesive tapes or products?

Is the number plate magnetic? That's about the only way I can think if those other methods are ruled out.

Possibly.. I'll try and give that a go. I was thinking of making up a bracket to hug around the fender then bolt the plate to the bracket instead of drilling through the fender.
