The standard high USA bars, with the cross piece, uses longer cables. The standard side car bars, while being just as wide, are low bars. They s/c bars use the same long cables as the USA bars. Here is a photo of how it is supposed to fit. This is my 1954 R68. There is a captive nut welded into the muffler in the notch, that the lower pinch bolt of the plunger screws into. I don't know what you have going on, but the photo you posted is not right.
