Is there an arrow on the piston crown? It would usually point to the front.

I think that is an OHV CJ. They did make them.

It definitely is not a BMW engine.

Are your carb flanges flat and making a good seal? Spray some carb cleaner around the flanges and if the engine speed increases you have a leak.
