Are there any stability issues created or magnified by adding saddlebags to short-wheelbase /5 bikes? I don't know, but there are, undoubtedly, some number of experienced /5 pannier users who do.

I would paint, and not powdercoat, the frame. It's your bike, and your "rider", but paint, while more easily damaged, is correct and more easily repaired than powdercoating.

OK, that's a lot of oil consumption. How many miles/kms on the bike? Any maintenance/repair history available? Assuming that it's not leaking like mad, it's ready for a leak-down compression test, and then budget for a top end job (valves, guides, re-ring/re-bore).
