It is possible that the idle jet is blocked on the right carb--pull it and give it a blast of carb cleaner spray?

If your fuel level is low, bikes can sometimes bog at high speeds, as the gas flow can't keep up with the demand. Gravity is all you've got to work with, so as head pressure in the tank goes down (very little gas in the tank), so does the flow to the carbs.
