I have a chance to buy a R69 in running order. I would call it in runner condition. What would be a fair offer?

There is not enough information to say. But assuming it's a rolling basket case that runs, you might think about $2000 and get more information before offering more. You could read these articles to get a better picture of what you might be buying:

Also consider what you are buying it for. If you just want to ride it and flip it, good running condition is more important than if you want to restore it. You might be able to ride it awhile and resell it as is, and lose or make a little. If you restore it, it need not run so well, but figure on $20,000 up, and you could lose $5,000 if you needed to sell.
