I am trying to pry off the driver and passenger rubber covers from the footpegs, and this
is proving to be difficult. Should they be cut off? Please advise?

For handlebars, I've heard of people using an air hose to force it between the grip and the bars. Might work on a footpeg. If you're replacing them anyway, just use a sharp Exacto knife to cut them off lengthwise.
